The most successful state breeder’s incentive program of the last 25 years, the Kentucky Quarter Horse Association Breeders’ Incentive Fund (KyQHA BIF), has released the payouts resulting from points earned in showing and racing from the most recently completed competition year (2007).
“A total of $446,629, up 21% from the 2006 total of $368,942, will be awarded to many more horses, breeders, foal nominators, sire owners, and sire nominators than last year,” reported Norman K. Luba, KyQHA BIF Committee Chairman.
In keeping with the protocol established last year, information regarding the horses, the points earned, the award amounts, etc., will remain posted on KyQHA’s website for thirty days to allow public comment.

“An exhaustive review has been accomplished, and with tens of thousands of additional eyes now reviewing the data, any inaccuracies as well as any known or suspected improprieties concerning the posted winners can be reported to the KyQHA easily and anonymously,” stated Randy Meurer, 2008 KyQHA President.
Comments can be made by calling toll-free (888) 367-5742 and leaving a message on the BIF Fraud Hotline (option #2) or by e-mail to [email protected].. Any records receiving an “inquiry” will then be highlighted on the website so that all interested parties can closely examine them. They will remain highlighted until follow-up investigations are completed. Payouts will begin after the comment period ends. Any new investigations that may result during the comment period will not delay the scheduled award payouts for other participants.
