11 Rules Passed at 2020 APHA Convention

On March 1, APHA national directors voted on 14 rule change proposals that advance to the floor for consideration at the 2020 APHA Convention, which took place February 28–March 1 in Fort Worth, Texas. Most rules will go into effect with the 2021 APHA Rule Book (rules with early implementation requested are noted below).

Below is a summary of rules that were voted on at the 2020 APHA Convention; full details will be posted at apha.com/forms/rule-books.

The following rules were passed:

By-Laws Modifications: PASSED

SUMMARY: Updates the APHA by-laws, based on recommendations from the Governance Task Force

SUMMARY: Changes wording to ensure that APHA Regional Clubs are consistent with maintaining compliance with the APHA by-laws.

SUMMARY: Eliminates some restrictions on one and two judge shows in hiring their judges.

SUMMARY: Streamlines and updates the requirements and process for horse name changes.

CONTROL #SC-105-1: PASSED
SUMMARY: Removes the restriction that prohibits a state’s non-primary regional club from hosting more than one POR-designated show.

CONTROL #SC-105-2PASSED
SUMMARY: Allows two-judge shows to offer a clinic in conjunction with their show, where one or both judges serve as clinicians. Also exempts two-judge shows with clinics from the minimum class requirements outlined in the rulebook.

SUMMARY: Requires a stool/mounting block be provided for any ranch horse class obstacle in which mounting/unmounting is required.

SUMMARY: Provides additional patterns for use in Ranch Reining classes.

SUMMARY: This rule allows for any recognized mounted shooting organization and/or event to be eligible for APHA special event approval.

SUMMARY: Adds Youth Color Classes as approved APHA classes.

SUMMARY: Reduces the number of points used to calculate Novice Youth eligibility in Zones 12, 13 and 14 (to 25 revalued Novice Youth points).

The following rules did not pass:

CONTROL #RG-070-2FAILED
SUMMARY: Amends the current RG-070.E to require a minimum of one APHA-registered parent (with the other parent being APHA, AQHA or Jockey Club) in a horse’s effort to earn Regular Registry status, provided the horse possesses at least one Paint trait and APHA genetic testing proves the horse carries at least one Paint pattern gene.

CONTROL #SC-302-1FAILED
SUMMARY: Eliminates the restriction on cross-entering hunter under saddle and ranch riding.

CONTROL #AM-080-1: FAILED
SUMMARY: Requires a combination of Amateur classes with the Masters Amateur class if the Amateur class is not a two-point class.
